I don't think this is as damning as it really sounds like unfortunately. You have to remember that a lot of trumpers see the Republicans as essentially colluding against Trump. The disapproval rating is probably largely low because there isn't enough obstruction. Eg. A handful of republican senators convicting Trump.

And congress always has a low approval rating.
